Using JLMIT
Patti reinforced the idea that employees issues should be brought to the JLMIT for discussion in this forum. There may be needs to bargain impacts of changes at some later point if they cannot be resolved through JLMIT. However, it will be better to try to deal with them first in JLMIT if possible.
PH Structure Update
Lisa Hillman, ITSDM for Public Health, presented the latest org structure for Public Health. The overall plan is FTE-neutral. They are using a phased approach. There are four main phases, with subparts in the first and last. These are as follows:
Phase 1a, Problem Mgt. Help Desk Incident Mgt., and Configuration Mgt. groups, complete by June 30: These will continue to have Dale Hartman in charge of Business Enterprise Operations and Krista Bautista supervising these groups.
Phase 1b, Online Services, in progress: This was originally planned to have a supervisor; but now the supervisor for the Business and Health groups will also supervise this group. Brent Veenstra will continue to be the Business Solutions manager. There is a vacant Web Developer Master position and the intention is to have this Master position function as a Technical Lead. The process to recruit for this position is underway.
Phase 2, Business Group, in progress: There was to have been a supervisor for this group, but now as mentioned above this role will be shared across the Online Services, Business, and Health groups.
Phase 3, Health Group, July Sept. 2009: This group was to have its own supervisor; but as described above will be sharing the supervisor. This group will be losing a total of 3 TLT in the new structure (1 TLT assignment will end 11/09, 1 TLT assignment ended in 6/09 and another will expire 12/09).
Phase 4a, Business Services: This group was planned to have an IT Manager, a Senior Systems Engineer, a part-time IT Systems Specialist Sr., a .5 Budget/.5 Project Mgr., in addition to the existing 3 FTES of IT Project Admin. Senior, IT Project Mgr. II, and Inventory Purchasing Specialist II. It will now be included in the Business Enterprise Operations with Dale Hartman as Manager and Krista Bautista as Supervisor. An IT Project Mgr II will be moved from the Health Group to this group.
Phase 4b, IT Security, July – Oct. 2009: This is surrounding the IT Security Officer position within DPH and incorporating into the PH IT structure. The Business Solutions group will have one supervisor. The Supervisor position is currently vacant. The process to begin recruiting is underway for it. The Business Enterprise Operations group will have Krista Bautista as the Supervisor.
Questions were raised about the decrease of supervisors in the new structure. Lisa explained that existing and new Web Master position will be leveraged for tech lead activities. Two vacant positions have been submitted to CMS for reclass, IT Supervisor and Web Developer Master. There was some discussion about the Budget role and how that need will be met, since it is not called out in the new structure. Lisa said they would try to use matrixed skillsets from within Public Health and from other groups.
KC Central Operations/HelpDesk Update
Patti reported that Roger Kirouac, Assistance CIO, has started over with the Central Operations structure. The new structure plan will be brought to David Martinez. It will come to the JLMIT for review. It includes the new Service Desk plan as well. It’s still being considered how to configure the HelpDesk staffing. There will be Tier 1 and Tier 2 HelpDesk support. It’s not yet clear what the needs are for the levels of staffing. The new plans will be presented to the JLMIT when ready.
DES Update
The DCS staff got a letter notifying about their new location in DES and giving instructions for their move. Their move is scheduled for Monday, June 29.In general, for Central IT org structure, Patti described that there is a high-level scorecard for completions. This could be brought to the next JLMIT to give a picture of what all has been done and what remains to be done.
Sharepoint
Janice said she had talked with Brion Newell about Sharepoint. They are testing issues with the vendor. There are some issues of data corruption. According to the vendor, it seems to be only affecting King County. It will be critical to resolve in order to use this particular vendor contract. Sharepoint site administration seemed to be an important role that may need to be defined more clearly in the future. King County currently does not have such a role. That could be part of future conversations, depending on how extensively Sharepoint is adopted at the County.
New Data Center
Gary reported that analysts in DNRP conducted a study to determine the risks of the Hanson Dam problems to the New Data Center located in Tukwila (Sabey Data Center 52 (SBDC52) located in International Gateway East, Bldg 5, 3355 S 120th Pl, Seattle – actually Tukwila). It was concluded that the Hanson Dam primarily affects the Green River. The New Data Center is mostly affected by the Duwamish River, rather than the Green River. This group of analysts considered the flood danger to the New Data Center to be low. DOT Update
It’s still be considered how the combining of the interest arbitration and non-interest arbitration bargaining groups should be accomplished. There have been rules that these groups were not supposed to sit together. This will be negotiated further. Behnaz said there will be meetings held with Jim Meith, Whitney, and possibly members Steve and Matt and/or others from the affected groups.
CMS Class/Comp Status
Matt asked about the Class/Comp implementations for the IT reorg. Patti described that some of the momentum for class changes has been diluted due to budget issues. There have been a few. Patti said she would put PDQs that have been done so far to the JLMIT public folders for viewing by the JLMIT members. There were questions about how and how reclasses happen. Patti explained, for reclasses of existing positions, there needs to be a “gradual accretion of duties” to the new class. The entire class will then be reclassed and not just the employee. Employees have at times expressed disappointment with how this process seems to be done without providing information about it. Patti said they would work to improve this.It was asked about positions in general and what would happen with the budget deficit and the upcoming election for King County Exec. Patti described that staffing has been established for the 2010 budget process and are awaiting recommendations by the Executive and approval by Council. It will remain to be seen what happens with the new Exec and the County budget set at the end of this year.
Strategic Plans
Strategic plans for the County were talked about. There is the Countywide Strategic Plan. There is also a Strategic Technology Plan. John Klein, Deputy Director of Service Development, is in charge of the IT Strategic Plan. Gary said this plan is processed through the BMC (Business Mgt. Committee) and other IT planning committees at the County. Fred suggested having more IT focus in the Countywide strategic plan. Patti said the next time there is high-level planning of that, this could be considered.
