Discussion

Issue: Background Check

Behnaz discussed the status of the background check bargaining at the Jail.  Employees working on Jail IT systems have been requested to take background-check questionnaires.  Behnaz has made a counterproposal and reserved the right to bargain the Jail management’s background-check plan.

Bargaining Update

Behnaz described the initial bargaining meeting.  The bargaining members on the County side are: Trish Murphy (Labor Negotiator), Ayele Dagne (OIRM Technology and Operations Acting Manager), Gary Lemenager (OIRM Acting Assistant Manager), and Patti Cole-Tindall (OIRM HR SDM).  The bargaining meetings have the following rough schedule:

 

Sept. – 2 meetings

Oct. - 1 meeting

Nov. – 4 meetings

Dec. – 2 meetings

 

The bargaining meetings will each be ½-day long.

 

Jon Grissom said this was an introductory “get to know” meeting.  The County brought up several subjects they want bargained.  These include:

 

  • Length of business leave for employees doing union work (Local 17 does not do this but other unions do),
  • Public disclosure rules – the County wants them changed,
  • Change of Reduction in Force (RIF) language – related to the IT Reorg,
  • Revision of grievance definition and grievance timeline (current timeline is up to 6 weeks to file a grievance),
  • Biweekly pay period for those switching from MSA to Peoplesoft payroll system.

 

Behnaz presented several of the union’s issues, as follows:

 

  • Salaries and classifications,
  • Training,
  • Executive Leave,
  • Telecommuting,
  • On-call conditions and exchange for on-call work,
  • Alternative Work Schedules (AWS).

 

All bargaining issues are to be on the table by the 4th bargaining session.  There was discussion about several of the issues.

Information Requests

Behnaz is going to put in an information request to the County for comprehensive salary and classification data on the bargaining-unit members.  Members discussed further information requests to be made of the County in line with bargaining.  The information requests decided upon were:

 

  • Starting salaries of new-hire employees,
  • True-temp and contractor employees, how many and how much paid?
  • How many employees receiving merit pay and how much?
  • What kinds of additional pay types (special duty pay, productivity pay, etc.) exist, how many employees receiving these, for what purposes, and how much?

 

PC Meeting Times

It was requested to hold less 4:00 pm meetings.  Those who requested 4:00 pm meetings initially don’t seem to attend them consistently; and they are difficult for others to attend who need to take the bus and other travel and schedule considerations.  It was concluded to conduct a lower proportion of 4:00 pm meetings in the future in favor of more 12 noon meetings.

 

The meeting adjourned around 5:00 pm.
