There was one
bargaining meeting on 10/19 since the last PC meeting. Discussions in the last
bargaining session were stalled when the County failed to provide counter
proposals to Local 17’s proposals and the County still had not provided any
responses to Local 17’s information requests. Local 17 decided not to bargain against its self and
therefore did not provide counterproposals to the County’s issues. After several discussions between
Local 17 and the County, it was decided to shift the bargaining format in the hopes of
making more progress.
The new
bargaining format will be Interest-based Bargaining (IBB). Behnaz passed out an information
sheet about IBB. Federal
Mediation and Conciliation Service (FMCS) will be conducting training on
IBB. All parties involved in
this bargaining will be attending training sessions for IBB. Among things to be considered will
be how to transition back to traditional bargaining if the IBB does not
work. The following link is the

The IBB will cause the bargaining to take
longer to complete. The current
IT bargaining unit contract is due to expire by Jan. 1, 2007. However, the provisions established
in the contract will hold as long as good-faith bargaining continues. The provisions for the new contract
will be applied retroactively starting Jan. 1, 2007. Any monetary amounts such as merit
pay would be retroactively paid back to that date.
Questions were asked about:
1) the background check issue at DAJD, 2) performance measures, and 3) NCOB
(New County Office Building) status.
On the background check, the Union and County have had many
meetings. The County had
proposed an implementation date for the proposed background
questionnaire. Behnaz was able
to get this date dropped for the time being. Discussions are continuing about this subject. The performance measures are being
planned as part of the KingStat initiative. Behnaz said she would find out more about what was being
planned. The NCOB Behnaz said
was Union is having informal talks with the new building coordinators.
Behnaz stated that the County
had not yet responded to the Union’s information requests as of the last
bargaining session. The
County had no responses at that time to the Union’s information
requests. The County has
recently provided some responses to the information requests.. Tim asked about data on the use of contractors. Behnaz said they had looked into
this; but there was variability in data coming from different departments. Tim suggested that the PRB (Project
Review Board) should have good data on contractors hired by the County.
The bargaining will be rescheduled
starting 2007. Bargaining will
commence after the bargaining parties receive the IBB training. The PC meetings will start again after
that.
