Minutes for May 24, 2007
Call to Order at 6:03pm

Introductions
Roll Call of Officers: Present
President Cager Clabaugh, Vice President Mike Carnahan, Trustees Mark
Rauchenstein, and John Murphy, Executive Board Shannon Walker and Lucy Hamill,
Sergeant-at-Arms Rick Thompson. Excused Trustee Scheans. Absent Executive Board
Bartunek.
Credentials: no new credentials presented but IAFF Local 4574 has
paid their per capita and are now affiliated, the first Skamania County local.
Suspend Order of Business:
Jim Jacks, from Governor Gregoire’s
office passed handout detailing legislative accomplishments. Education,
healthcare, and economic development were enhanced. Clark County received the
third most dollars in the Capital budget.

at 6:15.
Communications: Secretary highlighted the WSLC Convention, 8/16-18 and
asked for those interested in being delegates to contact him. Also highlighted
WSLC Healthcare Forum July 23 at the IAM 751 Hall.
Report of Officers: Mike Carnahan reported on CREDC quarterly luncheon.
Keynote speaker was Hedrick Smith who spoke on changing world economy.
Cager Clabaugh reported that
the IDD tax qualified for the August ballot. A committee has been created to
run a pro tax campaign. Cager reported that the CARS group is pressuring
Congressman Baird to take a position opposing the casino.
Secretary discussed HR 676,
single payer health insurance and a competing proposal by Congressman Baird.
Info was distributed on both proposals.
Committee Reports: Affiliation: Shannon Walker reported on discussions
with Iron Workers 29 and 516regarding affiliation, and IBEW 125 regarding
delegates. She will continue to discussions with them.
Political Action: Mike
Carnahan reported on upcoming local races and passed a partial list of them.
The Political Action committee will meet tom decide which races to interview
candidates.
Cager reported on interviews
and endorsement for Transportation Commissioner. The Committee chose to endorse
Rod O’Hearn, ILWU 4, for the position.

Recommendations:
Unfinished Business: none
New Business: Rick Anderson made a motion to give at the most a limited
endorsement to Vancouver City Council incumbents. Seconded. Discussion ensued
on merits of motion. Several delegates spoke for and against. Motion by Gay
Lincoln to table motion, seconded and passed.

Kuschell asked if there were any union flagging positions available. Several
delegates suggested apprenticeship openings.
ATU 757 Roy
Jennings reported that they are out of trusteeship since May 1. Their contract
is still not settled and they are opening 2 more bargaining agreements soon. An
ATU member reported that there would be an informational picket on June 12 at
the Battle Ground City Hall at 3:30 in support of C-Tran workers.
C-Tran has cut routes and is
unable to meet community needs. Roy also reported that C-Tram=n has cancelled
the groundbreaking of the new Transit Center.

Murphy reported that PepsiCo had completed its purchase of 1.4billion Kilowatts
of green power and are now all green powered.

Phillips reported on possible contract agreement. Has not been presented. Will

Carnahan introduced new business representive, Bob Carroll. He will deal with
public sector workers. Mike reported on recent nominations. Seven were
nominated for business manager and 23 for the six member executive board.

Anderson reported on fire at warehouse at the Port. Rick also reported that the
Columbian misreported that Larry Paulson stated that the Port would buy the
Alcoa property piecemeal. They will not. Rick also reported on successful
resolve to non-union work being done at Port, UBC now has that work.

Young reported on the success of the recent food drive. They collected ob=over
142,000lbs of food. Don also reported on the misinformation and lack of
cooperation by the Columbian, They published the wrong contact info and refused
to publish the results of the drive. Don reported that next year they would
attempt to canvas the entire county. Don reported that the Letter Carriers do
not have a contract and could be without till January. They have filed a
national grievance regarding contracting out of work in Lake Oswego.

Haberman reported on upcoming Community Forum Workplace Rights Board on May 31
at the Kaiser Hospital on North Killingsworth at 7:00pm.Esther introduced Jay
Walker, Kaiser nurse. OFN recently held elections and results are on their
website, ofnhp.com

UBC 1715 Jim
Sevier reported that Western carpenters ratified a new 5year contract. Local
drywall finishers have voted strike authorization and their contract expires on
5/31 and will have no extensions. Jim reported that local Skills Center student
Mike Anderson won the State competition and will go to Kansas City for the
National competition. UBC 1715 contributed $1000 to help defray costs.

Hamill reported that they are in negotiations in Eugene and have made gains in
healthcare and dental provisions including a 12-month waiver of premiums. This
may be a pattern for the Vancouver contracts.

WEA Secretary
reported that the Riverside Education Association had voted to affiliate and
would be hand-carrying the application to their leaders in Philadelphia at the
end of May. The process may take 6 months.
Good and Welfare: Dustin Hysmith thanked the CLC for sponsoring the
tables at the Job Fair. There was a very good turn out.
Mike Carnahan reported on the
upcoming Unions for Kids poker run, June 9, 9:00 at the IBEW hall. Seconded he
reported on the recently Labor History Conference in Portland and the
importance of imparting this knowledge on younger workers. Last he asked for
nominations for the Labor Round Table Awards dinner in September.
Cager Clabaugh reported that
the ILWU Clerks discovered a critical mix-up at the Los Angeles port,
highlighting the need for human clerks.
