Roll Call of Officers: Present President Clabaugh, Vice-President Carnahan,
Secretary/Treasurer Phillips, Trustees Murphy, Rauchenstein, Executive Board
Hamill, Bartunek, Walker, Sergeant-at-Arms Thompson, Excused Trustee Scheans.
Minutes from December 14: Approved with following corrections; IBEW report
should read CIR, add that Bud Bartunek nominated Rick Thompson for
Sergeant-at-Arms.
Officers Report: Secretary reported on initial strategic planning session held on January 20. Session identified some strengths, weaknesses and opportunities for CLC. A tentative timeline was proposed for initial actions. President Clabaugh read proposed mission statement for CLC. The Clark Skamania and West Klickitat Central Labor Council is to be a voice for Labor by promoting unions and labor standards for working men and women through political action, education, community service and solidarity.
President Clabaugh reported
on transportation meeting at the Port dealing with expanded rail access.
Standing Committees: President Clabaugh reported that four new committees
were identified as needed during the strategic planning session. They will be
political action, budget, affiliation, community action. President passed out
sign-up sheet for those interested in the new committees.
Suspend order of Business
@ 6:30 Heard from Helen Moss, LERC on
upcoming classes. March 3/16-317 Metro Leadership, Oregon Legislative
Conference on February 3. Helen also outlined agenda for Internal Organizing
Class sponsored by CLC on February 24 at the IAFF hall. Spots are still open,
although we are nearing capacity. Helen also asked delegates to check with
their Locals about interest in a possible Arbitration class tentatively
scheduled for June. Please call Helen with interest. Resumed order of business

Recommendations:
Old Business none
Elections: Nominations for 2007 were closed with no new
nominations. Motion made seconded and passed for a white ballot. New officers
sworn in by Trustee Mark Rauchenstein.
New Business: Sectary Phillips made motion to donate $200 to the
WSLC towards a polling effort on the proposed Family Medical Leave bill. Roy
Jennings reported that the ATU supports this bill. MSP
Treasurer’s Report: Approved as submitted. Trustees report that the 2007
will be performed on February 3 at the ILWU hall at 0900 with a budget
committee meeting to follow.

Teefy reported that the Fede5ral budget was not passed and that the Social
security, VA, and TSA will be operating under a continuing resolution. This
could lead to shutdown for two weeks of Social security.

Nelson asked for delegates to contact Rep Moeller re. HB 1584. The bill would
form review committees for the Deaf and Blind Schools to determine whether they
should exist.

Jennings reported that their negotiations are going poorly and that they will
be in mediation in March. Management has proposed major cuts in healthcare.

Thompson reported on District Lodge elections. Rick reelected as delegate to
CLC. Rick will work for Washington Machinists after retirement. Rick asked
delegates to call support for HB 3227, bill to set pay for log truck drivers.
Rick also reported that Boeing is doing major hiring in Gresham and will pickup
some assembly workers from Freightliner.

Phillips reported that IATSE has contract with the buildings that host the
“Blue Man Group” They are not boycotting those shows.

ILWU 4 Cager
Clabaugh reported that a recent ship that visited Vancouver dumped oil in
ocean. The crew member that reported the incident received $250,000 reward.
Brian George reported that Cager and was elected President and Rick Anderson
Vice President at ILWU 4. Cager asked delegates to call hotline with opposition
to SB 5207, a bill that would tax each movement of containers from ship to dock
and vice versa as well as each car on RoRo.

Ritchey reported on Concord Coalition budgeting exercise.
NALC 1104 Don
Young reported on elections at 1104. Don was reelected, Robert Ervin elected as
VP, Mike Blazey elected as Secretary. Don reported that the Food Drive will be
the second weekend in May. Bags will be provided for all west coast by
Albertson. Letter Carriers contract is going to arbitration because of major
takeaways. Post Office got addition 35 billion and gave bonuses to managers.
Don also reported on recent death of Brian Benier Local 1104 member that died
helping at accident scene.

UBC 1715 Jim
Sevier reported that their apprenticeship program was open and they are taking
applications daily. Jim also reported that the Pacific Northwest Council will
hold a rally on April 15 at the Oregon Convention Center from 11:00-2:00. Jim
Also reported that there is a move to consolidate the Western Washington and
Southwest Washington-Oregon trusts.
UFCW 555 Lucy
Hamill reported that negotiations will start soon in Eugene on grocery contract
that will set standard for Vancouver area. UFCW is starting a nationwide
program, Groceryworkers.org. Lucy urged delegates to check site.
UNITE/HERE 9 Cindy
Richardson reported on 2 bills they are supporting. HB 1583 deals with truth in
disclosure of split of banquet fees. Second bill would put enforcement of tip
polling violations with Labor and Industries. Cindy also reported that “Tip
Credit” was back on agenda at Federal level.
James Irons from the Hilton
reported on negotiations there. They have a long way to go, currently no
seniority, language. Also they currently have start times but no quit
times. They have “open
negotiations” and will be start in March.

Sevier made motion for CLC to send letter to 49th Representatives in
support of HB 1583&HB3227 and opposing HB1584. msp
Mike Teefy reported that the
JJ dinner will be held at the Hilton on the first Saturday in June. Tickets $50
and 10 per table. Cindy Richardson urged Mike to be sure they have forced
masseur language.
Cager asked delegates if we
should invite local legislator to next meeting.
Shannon Walker reported on
“Unions for Kids” poker run to be held on June 9 at the IBEW 48 hall. She has
raffle tickets for motorcycle.
Katie Nelson reported that
there will be a benefit for Multiple Sclerosis at the Oregon Convention Center
on February 2,3.
President Clabaugh made a
presentation to Mike Teefy for his hard work on the Labor Neighbor program.
