IFPTE Local 17 would like to engage in a Q&A for our members about how the County intends to handle the following topics as they relate to the consolidation of Engineering Services between Community Development and Public Works. If Labor Relations or others, as appropriate, in the County could answer these questions it would be very helpful.

 

1.     Please describe how seniority is impacted, if it is impacted, as a result of this decision.

2.     How will the County handle the differences in clothing allowances and requirements between the (former) Departments and is it the intent to maintain those differences? Does the County intend to keep utilizing the language in Appendix B, Section 9 for Community Development?

3.     What are the current practices for each Department with regard to paid memberships in professional organizations, and is it the intent to maintain those practices?

4.     Is work time permitted to obtain an EIT or PE?

5.     What is the status of flexible scheduling- 9/80Ős, 4/10Ős and telecommuting?

6.     How does the County intend to handle vacation approvals for the future? How does the County intend to handle vacation approvals for requests already submitted?

7.     Are employees allowed input/selection into office/cubicle location or layout? We have heard employees express great concern over space issues especially related to specific job functions requiring enough space to perform necessary tasks.

 

Through CommissionerŐs meeting minutes and discussion, we understand that the drive and goal behind this move was to achieve Ňeconomies of scale, greater efficiency, and enhanced service delivery.Ó Were other options considered (besides the consolidation of Engineering Services) in order to achieve the goals identified above? What measurements and criteria has the County established to determine if these goals have been met? What process will be utilized and who is involved in that process to ensure that itŐs analysis is truly neutral and transparent? Are there timeframes that the County will use to determine if this consolidation has been successful, and if not, would the County return Engineering Services to Community Development?
